Accommodation Facilities and the Rules on Emergency Shelters: Interpretation by the Ministry of Development and Technology
The Polish Chamber of Tourism (Polska Izba Turystyki, PIT) reports that the new regulations require public buildings and residential buildings to adapt basements and garages for use as emergency shelters.
The Ombudsman for Small and Medium-sized Enterprises (Rzecznik Małych i Średnich Przedsiębiorców), Agnieszka Majewska, supported by the Working Group for Tourism, the Meetings Industry and Leisure (Zespół Roboczy ds. Turystyki, Przemysłu Spotkań i Czasu Wolnego), asked the Ministry of Development and Technology (Ministerstwo Rozwoju i Technologii) to clarify how the regulations apply to accommodation facilities.
Position of the Ministry (MRiT):
- almost all forms of accommodation services are explicitly covered by the definition of a collective residence building,
- they are therefore not public buildings,
- consequently, the new regulations do not apply to them.
PIT has published the full text of the Ministry's position in its article.
